[ Masterweb Reports: Ebireri Henry Ovie reports ] - Business magnate, Linus Obi has thrown his weight behind Delta State Governor, Senator Ifeanyi Okowa, saying there is really no alternative. "Okowa reflects the views of Deltans. They will vote for him in 2019" he said.
 
Obi in an interview in Lagos urged Deltans to judge Governor Okowa on the basic of his performance.
 
He described the All Progressives Congress (APC), Delta State chapter as a party in disarray.
 
"A house divided against itself cannot stand. Election is not decided on social media but among members of the voting public. APC is in disarray in Delta State. There are about five factions in the state" he said.
 
Obi, a strong supporter of Okowa, said it was not easy ruling a state like Delta, most especially because of the number of ethnic groups, adding that the executive governor is on course and determined to turn the state around.
 
He expressed satisfaction with the quality and progress of work done on various projects in the state.
 
"Okowa deserves re-election in 2019. If you go round Delta State, especially Sapele, you will see on-going and completed projects. He needs second term to complete most of the programmes."
 
The leading member of Team Okowa also praised the chairman of the Peoples Democratic Party (PDP), Delta State Chapter, Olorogun Kingsley Esiso for shaping democracy in the state, strengthening the unity of the ruling party and guiding the actions of elected officials.
 
"Barrister Kingsley Esiso is a bridge builder and a man of integrity. Olorogun Esiso believes in internal democracy and fairness. He does not believe in imposition of candidates. His word is his bond. He is carrying every party member along. The ordinary members of the party are important as the leaders. He is creating a sense of unity among members of the PDP in the state" the business magnate said.
 
He also praised him for mobilizing potential voters ahead of 2019, recruiting new members for the party and effectively organizing and coordinating PDP members in the state.
 
Obi said the party’s next task was the 2019 elections, which he said would not be difficult.
 
"Barrister Kingsley Esiso will lead the party to victory in 2019. He will insist on the best candidate for any position. Okowa will defeat anybody nominated by the APC for the 2019 election in the state" he added.

[ Masterweb Reports: Victor Edozie reports ] - Rivers State Governor Nyesom Wike yesterday signed into law three bills aimed at fighting insecurity and crime in the state. The bills are the Neighbourhood Watch Safety Corps No.6 of 2018 , the State Anti-cultism Bill and the Rivers State anti -Kidnap (Prohibition) (Amendment) No.2 Law No.7 of 2018.

 

Giving his assent to the three laws passed by the Rivers State House of Assembly at the Government House, Port Harcourt, Governor Wike said that the laws were necessary to enhance security across the state.
 
He said that the Neighbourhood Watch Safety Corps would support existing security agencies with intelligence for them to effectively fight crime.
 
He said anybody who loved Rivers State would not do anything to undermine steps that would enhance the security of lives in the state. He said, "If your hands are clean, you have nothing to fear about the three laws that I have given assent to.
 
He debunked claims by opposition elements that he would use the Neighbourhood Watch to arm youths, saying the corps was a replica of what was already in existence in Lagos State.
 
For the Anti-kidnapping and Anti-Cultism Laws, he said, "If you are a cultist and you are caught, it is life imprisonment. If you are a cultist and you kill during cult activities, you will face the death penalty. If you are convicted of kidnapping and the Supreme Court affirms your conviction, I will sign the death warrant without looking back.

[ Masterweb Reports: John Chuks Azu reports ] - Former Publicity Secretary of the People Democratic Party (PDP), Olisah Metuh has again applied to a Federal High Court for permission to travel for medical treatment abroad.
 
Metuh appeared in court on a wheelchair following his earlier attendance in an ambulance in February.
 
His counsel, Emeka Etiaba (SAN) said Metuh’s his health condition has worsened in the last two months.
 
Etiaba tendered a letter from one Dr Adrian T. H. Kasey, a Neurosurgeon at Wellington Hospital in London, recommending urgent treatment for Metuh in London, United Kingdom.
 
However, Justice Okon Abang asked both the prosecution and defence lawyers to address him on whether the court could grant Metuh’s request considering that he previously dismissed two similar applications on May 25, 2016 and on February, 2017.
 
Justice Abang said Metuh had yet to appeal both rulings, adding that grounds for the present application dated February 23, were similar to earlier ones when he was said to be receiving treatment at University of Nigeria Teaching Hospital (UNTH) in Enugu.
 
Metuh and his company, Destra Investment Ltd were in 2016 charged with seven counts of money laundering by the Economic and Financial Crimes Commission (EFCC) after he allegedly received the sum of N400 million arms fund from the former National Security Adviser (NSA), Sambo Dasuki. Hearing continues today.

[ Masterweb Reports: Isiaka Wakili reports ] - The Federal Government has said the sack of Rex Tillerson as American Secretary of State will not affect the relationship between Nigeria and the US. The Minister of Foreign Affairs, Geoffrey Onyeama, said this on Wednesday while addressing State House reporters after the cabinet meeting.
 
He said all that Tillerson said about Nigeria/US relations when he visited Nigeria on Monday reflected the position of America and President Donald Trump.
 
The minister stated: "Rex Tillerson sack won’t affect us because government is a continuum as we all know.
 
"When he came, it was the United States that was speaking and clearly, we expect that with every expectation that everything he has said as regards US/Nigeria relations reflects the position of the United States, reflects the position of the president of the United States, so we don’t see any change happening at all. "

[ Masterweb Reports: Isiaka Wakili reports ] - President Muhammadu Buhari has approved the appointment of Professor Charles Quaker Dokubo as the new Coordinator of the Presidential Amnesty Programme for former Niger Delta militants. He replaced Brigadier-General Paul Boroh (Rtd).
 
According to a statement yesterday by the president’s spokesman, Femi Adesina, "Prof Dokubo is currently Director of Research and Studies at the Nigerian Institute of International Affairs. He holds a PhD in Strategic Studies from the University of Bradford, United Kingdom, and hails from Abonema, Akuku-Toru Local Government of Rivers State."
 
Adesina said the President directed the National Security Adviser, Babagana Monguno to carry out a full investigation into the activities of the Amnesty Programme from 2015 to date, "Especially allegations of financial impropriety and other acts that are allegedly detrimental to the objectives of the Presidential Amnesty Programme."

[ Masterweb Reports: Nabob Ogbonna reports ] - The Governor of Ebonyi state, Engr. David Umahi proposed anti-open grazing law which forbids night grazing and illegal migration of herders to the state. The bill which is still in pipeline would also sentence parents of underage children to jail for failure to send their wards to school.
 
He also noted that the law accepts grazing with stick but not with weapons such as machete or gun.
 
Umahi made this known on Wednesday when he met the leadership of Miyetti Allah in Abakaliki.
 
This came following reports that two herdsmen in the earlier hours of Monday killed three persons and wounded dozens in Igbagu, Izzi local government area of the state.
 

It was also alleged that rapes cases, disruption of crops were orchestrated by herders in Onicha local government area of the state.

[ Masterweb Reports ] - A new technique for identifying and diagnosing damage to the human retina has been awarded ‘Best Student Paper’ at the industry-leading BIOIMAGING 2018 conference in Portugal.
 
Nigerian doctoral candidate Bashir Dodo, 29, from Brunel University London’s Department of Computer Science, demonstrated a new algorithm for OCT (Optical Coherence Tomography) equipment which can automatically segment images of the retina into distinct layers.
 
It’s hoped the new technique, which can separate the retina into seven distinct layers, could improve the accuracy and speed of diagnosis, and help save the sight of patients by identifying damage earlier.
 
Having taken inspiration from the psychological concept of similarity, Bashir used the ideas of continuity and discontinuity to develop an OCT algorithm that can identify where one layer of the retina transitions to the next.
 
OCT machines are used by ophthalmologists to produce non-invasive three-dimensional photographs of a patient’s retina, which are used in the diagnosis of eye-related disease.
 
"Layer segmentation is one of the early processes of OCT retina image analysis, and already plays an important role in clinics," said Bashir.
 
"For example, the thickness profile of the Retinal Nerve Fibre Layer – which can be calculated directly from the segment layer – is used in the diagnosis of glaucoma, which is one of the most common causes of sight-loss world-wide.
 
"Automatically segmenting the layers could provide critical information for abnormality detection by comparing them to the average population, and monitoring the progress of disease against previous scans."
 
Whilst doctors are currently able to identify the layers manually from OCT images, Bashir’s new technique automatically segments images of the retina, allowing specialists to spot abnormalities quicker and better track the progress of medication.
 
"It is evident that prior knowledge plays an important role in diagnosis," said Bashir. "Therefore, using automated methods to look back through medical records or ophthalmology literature has great potential to influence how this field progresses."
